I went to disk manager and the disk doesn't even show up any more.

I changed to a standard USB port and worked like a charm. When I checked on the Device Manager the Drive is there and the device status is properly working. When I plugged it back in the drive showed up on my computer as normal but would not open. It would be an amazing coincidence if the sata connector on the laptop just happened to go back while reinstalling an OS, so I'm leaning toward some kind of software issue. Why were pre-election polls and forecast models so wrong about Donald Trump?
I am not able to delete and format the drive.I do not use torrent and such type of file share software, however thank you for your good advice. My mistake.
