What data connections does it have? If the SharePoint submit is working the error might be coming from something else that is triggered at the same time. However, issues are encountered when other users are attempting to submit the form. You need to check the rules and find out which action you no longer can perform.

And I actually don't work with SharePoint anymore, so I won't be a good resource. Is there anyway I can find out what he has changed thats causing all the problems? Also can you paste the details of the error message here? I understand that within the group policy setup there are hundeds of categories and sub categories.
