Option 3 worked after I had an exhausting 3 day research into this issue. To restore your PC using System RestoreOpen System Restore by clicking the Start button . Apparently, IE was waiting for SuperAntiSpyware, which was waiting for Intel Rapid Storage Technology (RST) (which was set to delayed auto start under Services). The Page Cannot Be Displayed Windows Xp Talked to my friend who built my pc and he figures it is the firewall. All free, of course.
