By default IIS 7 does not have all the authentication installed. The reason for this as documented in this KB is "The kernel NonPagedPool memory has dropped below 20MB and http.sys has stopped receiving new connections". Before I continue let me also remind you that it's a very bad idea to run a server with multiple roles, especially Domain controller, Exchange Services, Web Server, SQL Server etc. IIS serves HTML, but ASP and ASP.net are implemented as ISAPI extensions.
